APSO Bylaws

ARTICLE I NAME

1.1 The name of this organization shall be, Association of Professional Scholastic Opticians, herein after referred to as APSO.

ARTICLE II PURPOSE

2.1 To provide an informal social and fraternal structure within the campus to initiate, review, and recommend policy for the general welfare and well being of the students of the opticianry program at HCC.

ARTICLE III ORGANIZATION

3.1 APSO shall be sponsored be a full-time Opticianry Coordinator or equivalent. At the present time he is
Mr. William Underwood.
3.2 Shall be composed of the Executive Board and the general membership.
A. The Executive Board shall consist of the following officers, elected by the general membership; President, Vice-President, Secretary, Treasurer, and Sergeant-at-Arms.
B. The Executive Board shall be sophomores, and shall be members in good standing with APSO.
C. The General Membership shall be composed of students in the Opticianry Dispensing Program, the Ophthalmic Technician Program, or any other student at HCC, who have met the yearly financial obligation to APSO.

ARTICLE IV MEMBERSHIP

4.1 This organization is primarily for the Opticianry Dispensing Program and the Ophthalmic Technician
Program, however any student at HCC is eligible for membership.
4.2 Membership will be extended upon payment of yearly dues as set by the Executive Board.

ARTICLE V EXECUTIVE BOARD ELIGIBILITY

5.1 Sophomores will serve as the Executive Board, being elected at the end of their freshman year.
5.2 Must be full time students at HCC.
5.3 Must be in good academic standing and have met financial dues and obligations.

ARTICLE VI POWERS AND DUTIES OF THE EXECUTIVE BOARD

6.1 President
A. Shall call and preside over all APSO meetings.
B. Shall assist in the preparation of a budget for the expenditure of Activity funds.
C. Shall create and disperse, with the approval of the general membership, such Ad-Hoc committees necessary to carry out the executive functions of APSO.
D. Shall be an ex officio member of all APSO committees.

6.2 Vice-President
A. Shall assume the duties of the President upon his/her absence.
B. Shall chair and solicit members of the Student Activities Committee.
C. Shall assist in the preparations of a budget for the expenditure of Activities funds.
D. Shall appoint assistants as needed or necessary.

6.3 Secretary
A. Shall serve as recording and corresponding secretary.
B. Shall maintain and accurate file of all APSO correspondence.
6.4 Treasurer
A. Responsible for all receipts, deposits, and recording of all money transactions.
B. Shall submit a financial report as regular scheduled meetings.
C. Shall submit a complete financial report at the end of the term of office.

6.5 Sergeant-at-Arms
A. Shall be responsible for maintaining order during all meetings of APSO.

6.6 Advisor
A. Shall advise the Executive Board as to proper procedures regarding clubs at HCC.
B. Shall countersign all requisitions for monies from the Student Activities funds budgeted to APSO.

ARTICLE VII ELECTIONS, PETITIONS, REFERENDA, RECALL

7.1 Elections shall be directed by the Executive Committee three (3) weeks prior to the end of their term.
A. The Executive Committee shall review all candidate applicants for eligibility.
B. The Executive Committee shall tabulate all votes.
C. The advisor shall oversee all elections.

7.2 Petitions
A. A petition concerning all matters vital to students must be signed by 10 percent of the General Membership.
B. For a petition to be valid, each page must contain a statement of the purpose of said petition.
C. All petitions pertaining to the General Membership must be submitted to the Sponsor for advise and coordination.

7.3 Referends
A. Referenda provides a means by which the General Membership may vote directly on an issuee(s).
B. Referenda may be either initiated by the General Membership or by a 3/5 vote of the Executive Committee.
C. Such question(s) shall be placed on a ballot of the next election provided that such postponement will not render them void; in which case, they shall be put up for General Membership vote not less than two (2) weeks, and not more than thirty (30) days from presentation.

ARTICLE VIII IMPEACHMENT

8.1 Impeachment charges may be lodged against any member of APSO for misfeasance, malfeasance, or nonfeasance.
8.2 Upon an affirmative vote for impeachment, an Ad Hoc Judicial Committee, consisting of four (4) members of APSO shall be appointed by the Sponsor. The Judicial Committee shall select on of its members to chair the meetings.
8.3 The Judicial Committee shall review the charges and submit a recommendation to the membership for final approval.
8.4 Impeachment and removal of any officer or member of APSO shall be by a 51 percent majority vote by APSO Members.
