| Administrative Issues Recipients need to have certain basic requirements in place to comply with the OCR Guidelines, Title VI, Title IX, Section 504 and Title II. These basic procedures include an annual public notice, continuous notification, designation of a person(s) to coordinate activities under Title IX, Section 504, and Title II and a grievance procedure that will allow students, employees, applicants and visitors an avenue for dealing with alleged discrimination. To verify this, it will be necessary to review many documents and to interview administrators, Title IX and Section 504 coordinators, faculty and students. HCC notifies students and employees that there are grievance procedures for persons who feel they have been discriminated against based on gender or disability. The student grievance procedures are published in the Student Handbook and are available on the College’s website. In the Student Handbook the Sexual Harassment, Academic & Non Academic grievance procedures are found on pages 192-203. The Handbook is printed in hard copy and is also available online. The employee grievance procedure is found in Article 4.5 (B) of the Agreement Between the Hillsborough Community College District Board of Trustees and the Faculty United Service Association (hereafter referred to as the FUSA contract) and Article 4.2 of the Agreement Between the Hillsborough Community College District Board of Trustees and the Service Employees International Union (hereafter referred to as the SEIU contract) both address the grievance procedure. In addition, College Rule 6HX-10-2.15 (Nondiscrimination) addresses this. All of these are available on the Human Resources (HR) website. Furthermore, all employees are notified that college procedures are listed on-line in the Public Folders.
