As the chief executive officer of Hillsborough Community College under State statute, the President of Hillsborough Community College has the ultimate responsibility for, and exercises appropriate administrative control over the institution’s Intercollegiate Athletics Program through the College's organizational structure and budget process (President's Job Description).
Hillsborough Community College's Athletics Program is administered from the College's largest campus, the Dale Mabry Campus. HCC's President- in consultation with the Dale Mabry Campus President and the Dean of Student Services, who also serves as the Athletic Director- oversees the College’s Athletics Program and exercises specific financial controls during the College’s internal budget process (HCC Organizational Chart). The Athletics Department’s budget is prepared as part of the College’s budget process under the supervision of the President and the Vice President of Administration (Athletic Budget). The President prepares a College Budget Request and Operating Budget that is submitted to the Chancellor of the Division of Community Colleges and the State Board of Education (Florida Statutes, Section 1001.65(2)). This Budget Request includes HCC’s Operating Budget for our Intercollegiate Athletics Program (Florida Statutes, Section 1001.65(8)). Hillsborough Community College does not have an external foundation that supports our Athletic Program.
HCC's Director of Athletics reports directly to the Dale Mabry Campus President, a member of the President's Cabinet. The Director of Athletics routinely informs both the College and Campus Presidents of issues affecting the administration of the Athletics Program. The Director of Athletics prepares reports on student persistence, finance, equity, and participation for both the review and signature of the presidents. HCC's Athletics Program also follows College procedures for travel and expenditure of funds. Additionally, the Florida Community College Activities Association (FCCAA) prescribes rules, regulations, and reporting functions for college athletic programs (FCCAA Manual).
