The President of Hillsborough Community College holds ultimate control of all of the College’s fundraising activities (President's Job Description), all of which are conducted by the HCC Foundation, Inc. The Foundation, created in June 1974, is operated pursuant to State guidelines for a direct-support organization in the community college system of the State of Florida (Foundation Policy 103, Florida Statutes, Section 1004.70). The President reviews and signs all Foundation documents, is a non-voting member of the Foundation, and participates in Foundation meetings and activities. The Executive Director of the Foundation, who oversees the day-to-day operations, management, and fundraising activities of the Foundation, is appointed by and reports directly to the President (HCC Organizational Chart; HCC Administrative Rule 6HX-10-4.200; HCC Board Minutes for past two years). The Executive Director of the Foundation also serves as a member of the President's Cabinet. Additionally, the President appoints a liaison to the Foundation Board of Directors. A member of the HCC Board of Trustees also serves as a member of the Foundation Board and acts as an official liaison to the Board of Trustees on Foundation activities.
The HCC Foundation is governed by its Board of Directors, which selects an Executive Committee. The Foundation operates pursuant to the HCC Foundation Bylaws, as approved by HCC Board of Trustees; compliance is certified by the Board of Trustees at each of its meetings. The HCC Board of Trustees establishes the conditions for the operation of the Foundation. The Board of Trustees reviews and approves the Foundation’s operations to be in a manner consistent with the community college as required by Florida law and their annual audit (Florida Statutes, Section 1004.70; Florida Statutes, Section 1010.34).
Any fundraising external to that of the HCC Foundation must be approved by and coordinated with the Executive Director of the Foundation and approved by the Foundation's Finance Committee.
