Hillsborough Community College's policy on personnel actions indicates that the HCC District Board of Trustees is responsible for the College’s personnel program. Further, this policy indicates that the President, on behalf of the Board, will establish and implement policies and procedures on the recruitment, appointment and employment of HCC faculty and staff (HCC Administrative Rule 6HX-10-3.01). In 1999, HCC's President appointed a cross-functional employment team to reengineer and streamline the employment process to help ensure that HCC could attract and retain the highest quality of staff (Employment Reengineering Report).
Human Resources (HR) rules and procedures are developed similarly to those of all other HCC administrative units. Rules under development are disseminated first to the College community for comment and then discussed and approved by the President’s Cabinet. The proposed rules are presented to the Board of Trustees for their permission to advertise, then advertised for the local community's comment. After this process, the proposed rules are sent to the Board for its approval, after which they are posted in the College’s electronic public folders. Procedures for human resources follow the same process and are implemented after approval by the President's Cabinet, as procedures do not require approval by the Board (HCC Administrative Rule 6HX-10-2.02).
Pursuant to HCC Administrative Rule 6HX-10-3.02, the Board of Trustees has established a rule on awarding employment contracts to individuals employed in an administrative or instructional capacity, including those granted a continuing contract status. The Board has adopted HCC Administrative Rule 6HX-10-3.20 on Recruitment, Selection, Appointment and Assignment of Personnel. This policy further requires that the College President will implement the HCC Equity Plan in conjunction with the recruitment and selection program, in order to ensure that interested applicants, including minorities, are provided with employment opportunities at HCC. For those employees covered by the Collective Bargaining Agreement, under Article 6.18 of the agreement with the Faculty United Service Association (FUSA) for full-time faculty, provisions are established for the selection of new full-time faculty. Further, under Section 11.2 of the agreement with the Service Employees International Union (SEIU) for non-managerial staff, guidelines for filling positions are established; Section 11.3 applies to the selection of related staff.
Hillsborough Community College's Office of HR defines and publishes policies and procedures regarding the appointment and employment of faculty and staff (HCC Administrative Rule 6HX-10-3.20). These are made available on the HCC website and through the HR Recruiting and Interviewing Handbook. The Board of Trustees has adopted policies for full-time and adjunct faculty (HCC Administrative Rules 6HX-10-4.02, 6HX-10-4.03), and those employment provisions not covered by collective bargaining agreements are also established by the Board (HCC Administrative Rule 6HX-10-4.02).
The College also has defined what characteristics a 21st Century Employee at HCC should possess, beyond his or her skill level and years of experience. This document, made available to the hiring manager and screening committees, as well as through the electronic HR public folder on the College's intranet, offers guiding principles for the traits and values that employees at HCC should possess.
