Hillsborough Community College ensures the quality of educational programs and courses offered through contractual agreements.  HCC ensures ongoing compliance with the comprehensive requirements and evaluates the agreements against the purpose of the College. Hillsborough Community College does not participate in consortia relationships.

Hillsborough Community College maintains contractual agreements with the Independent Electrical Contractors (IEC), the Associated Builders and Contractors (ABC), the United Association of Plumbers, Pipe Fitters, and Sprinkler Fitters Local Unions 123 and 821 to offer our apprenticeship programs.  Apprenticeship programs are non-credit certificate or Postsecondary Adult Vocational (PSAV) programs governed by federal and state standards that dictate program length, On-the-Job-Training parameters, and instructional hour requirements (Apprenticeship Summary from Board Workshop). These agreements have been thoroughly reviewed for compliance with comprehensive requirements and for alignment with the College’s mission. Prior to being offered at HCC, these programs passed the College Academic Affairs process (Academic Affairs Handbook) and were subsequently approved by the HCC District Board of Trustees.

The Advanced Water Treatment non-credit certificate or PSAV program is a contractual partnership between HCC and David H. Paul, Inc.. The curriculum of this program was subject to the regular state and HCC program approval process.

HCC evaluates the partnerships and program quality described above in regard to the purpose of the institution during regular contract reviews. These contract reviews take place prior to entering into new contracts, addendums to existing contracts, and/or renewed contracts. Further, all contracts must proceed through HCC's Ccontract Process, which includes Board of Trustees approval.

Finally, these programs may be articulated into Associate of Applied Science (non-transfer) degree programs, and, as such, they are subject to curriculum quality and faculty credential reviews for articulation renewals.
