Hillsborough Community College publishes a clear and appropriate statement of student rights and responsibilities and disseminates the statement to the College community. HCC recognizes our statutory authority and responsibility to protect the safety and well-being of the College community. Accordingly, HCC publishes both the Bill of Student Rights and the Code of Student Conduct and Disciplinary Procedure, which are disseminated annually to students in written form in the HCC Student Handbook and Academic Planner and electronically on the Student Services website. References to the Bill of Student Rights and the Code of Student Conduct and Disciplinary Procedures are also included in the HCC Catalog, p. 79, which is available in print and online. New students are provided a copy of the HCC Student Handbook and Academic Planner and informed about HCC’s policies during New Student Orientations.
Both the Bill of Student Rights and the Code of Student Conduct and Disciplinary Procedure, are published in HCC's Administrative Rules 6HX-10-5.14 and 6HX-10-5.17, respectively, and are available to College staff via HCC's intranet. The procedures for implementation of these policies are published in the HCC Student Services Operations Manual, available to College staff members via the intranet. Information regarding students’ rights and responsibilities is also discussed with new faculty during Faculty In-Service Programs each fall.
Hillsborough Community College's Bill of Student Rights and the Code of Student Conduct and Disciplinary Procedure are reviewed by the Student Services Deans Council annually during Catalog development for clarity and appropriateness. To ensure that these policies conform to sound educational principles and practices, HCC staff responsible for developing these policies participate in seminars, conferences and workshops addressing best practices in higher education, as well as subscribe to relevant, professional journals and newsletters that provide examples of policies that have proven to be effective in meeting the needs of all types of students. Prior to adoption, all proposed policies are shared with the College community for review and input. Policies are then approved by the HCC District Board of Trustees and procedures are approved by the College President’s Cabinet. Upon final approval, all members of the College community are expected to follow the established policies.
