3.2.12 CEO: Fundraising

The institution’s chief executive officer has ultimate control of the institution’s fundraising activities.

   
Off Site Committee Comment
 

The institution provides documentation supporting its assertion that its chief executive officer maintains ultimate control over its fundraising activities; however, since those activities are all conducted through the foundation board, and the foundation bylaws suggest it is independent of the college, the Off-Site Committee could not establish that the president does have authority over its fundraising activities. (See narrative in 3.2.13 for further discussion of this issue).  Therefore, the On-Site Committee should evaluate information gathered during its review to assess whether the chief executive officer has ultimate control over the institution’s fundraising activities, including those of the foundation.

   
Response of the Institution
 

Hillsborough Community College's President controls all institutional fundraising activities (exclusive of those of the HCC Foundation, which is a separate 501C3 organization addressed in 3.2.13) that are designed to support the College goals approved by the Board.  The President has appointed a district-wide committee with the charge to review previous institutional fundraising activities and to develop new procedures to clarify the steps necessary for faculty, staff, and students to engage in fundraising activities in the future (HCC Fundraising Task Force).  The On-Site Committee will be provided with a report of the President's committee’s recommendations when it conducts its visit in October.
