The institution defines and publishes policies regarding the appointment and employment of faculty and staff.

HCC Administrative Rules (6HX-10-3.20) Recruitment, Selection and Appointment and Assignment of Personnel indicate the president’s authority to recruit, select and recommend employees for hire.  Also included in the rules are the guidelines for effective implementation of hiring processes for those employees covered by a collective bargaining agreement.  The board approves all employment action and the rules state the conditions under which the president may act prior to board action. In addition, the HCC Human Resources Office is responsible for publishing the operational guidelines for interviewing and hiring.  The HR handbook provides the guidelines for the hiring process.  It is unclear how employees or potential employees access the handbook.  The HR web page does not currently provide access to administrative rules or processes.  The On-Site Committee should verify that the policies are disseminated to faculty and staff.
   
Response of the Institution
 

Hillsborough Community College Administrative Rule 6HX-10-3.01, Personnel Actions, establishes institutional policy on all personnel actions, which includes the recruitment and appointment of employees at HCC.  Hillsborough Community College employees have access to all administrative rules and the Recruiting and Interviewing Handbook on the HCC intranet system, which is only accessible to staff, which is why the Off-Site Committee was unable to access this information.  All HCC administrative rules are now available on the HCC website (HCC Administrative Rules).

Further, the HCC Recruiting and Interviewing Handbook is also on the HCC website under the Human Resources Department, which is available for use by faculty, staff, as well as, the community and potential employees (HCC Recruiting and Interviewing Handbook).  The On-Site Committee members can access these documents on HCC’s website.

In addition to web availability, the Human Resources Department disseminates rules/ policies regarding the appointment and employment of faculty and staff during Screening Committee meetings and training sessions.
