Ways to save the College on postage



The United States Postal Service is continuing to improve their ability to process mail and HCC District Campus Services is making every effort to keep you informed of the new rules regarding mailing process improvements.  In an effort to offset the cost of the increases associated with the improvements, HCC has enlisted the services of Access Mail, a discount mail processing service.  We ask that you take full advantage of the discount program by addressing all mail according to the instructions below.  Full cooperation is expected to save the College thousands of dollars each year!

  •  Envelopes #10 and 6x9 – Please type addresses on all envelopes.
  •  Letters with hand-written addresses and all postcards are not eligible for the discount program.
  •  Address Lines – Make sure the address is as complete as possible; include the apartment or suite number and proper delivery designations such as RD, ST, NW, and S.
  •   Large vs. Small Envelopes - Instead of using a 9” x 12” (large envelope), use a 6”x 9” (small envelope).  Fold your “8 1/2 x 11” papers in-half (up to 14 sheets).  This small step will reduce your postage from $.539 to $.414.
  •  Window Envelopes – The entire address must always be visible through the window.
  •  Folded Self-Mailer – Placement of Tabs and Wafer Seals for single and multiple sheets.  The contents of the mail piece prepared in sleeves or other wrappers must be sufficiently secure in the sleeve or wrapper to stay in place during processing. If material bearing the delivery information or barcode for the mail piece is enclosed in a partial wrapper, that wrapper must be sufficiently secure to prevent the contents from shifting and obscuring the delivery address or barcode.   •   Delivery Address Placement – On a letter-size piece, the recommended address placement (see Exhibit 2.1) is within the optical character’s reader (OCR) read area, which is a space on the address side of the mail piece defined by these boundaries:
  1. Left: 1/2 inch from the left edge of the piece.
  2. Right: 1/2 inch from the right edge of the piece.
  3. Top: 2-3/4 inches from the bottom edge of the piece.
  4.  Bottom: 5/8 inch from the bottom edge of the piece.
