Judge Heinrich is a Tampa native and alumnus of Robinson High School.  He achieved his AA degree from Polk Community College, BA degree from University of South Florida and Doctor of Jurisprudence degree from South Texas College of Law (1976).  He served as an Assistant State Attorney for the 13th Judicial Circuit from 1976 to 1981.  He practiced as a private attorney for the Law Firm de la Parte and Gilbert from 1981 to 1988.  He was elected a Hillsborough County Judge in 1988 and has been re-elected unopposed in 1992, 1996, 2000, and 2006. Since 1988 he has served as the Criminal First Presentation Judge and Administrative Judge for Criminal Emergency Division O.  He has been a guest lecturer for the Conference of County Court Judges and the Hillsborough County Bar Association.  He has served as an instructor and coordinator for the Mentor Training of new judges.  In 2006 he received the prestigious “Robert Patton Outstanding Jurist Award”.
